Toward the Sustainability and Expansion of Food Voucher Initiatives in Quebec 

As food insecurity and the cost of living continue to rise, it is essential to strengthen measures that enable individuals and families to access a nutritious and varied diet.

Food vouchers, which have been in use for several years in various regions of Quebec, represent a promising avenue for increasing the purchasing power of people experiencing food insecurity, while supporting local economies.

To ensure the sustainability and expansion of these initiatives, we recommend that the Government of Quebec create a fund dedicated to food voucher initiatives, which could be financed, in part, by a tax on sugary drinks.

To maximize their impact, these initiatives should, in particular:

• support the social economy and short supply chains;
• strengthen affordable access to nutritious and varied food;
• promote nutritious and sustainable food choices, while respecting the autonomy and dignity of people experiencing food insecurity;
• be tailored to the realities of different regions.
